
The city of Buston (formerly Chkalovsk) was established in accordance with the decision of the Presidium of the Supreme Soviet of the Union of Soviet Socialist Republics dated August 10, 1956, and the decision of the Council of Workers’ Deputies of Leninobod Region dated September 14, 1956, which approved the establishment of the Executive Committee of the Council of Workers’ Deputies of the city of Chkalovsk.
By the decision of the Presidium of the Supreme Soviet of the Tajik Soviet Socialist Republic dated July 30, 1964, the village of Palos of Khujand District was included in the administrative jurisdiction of the Council of Workers’ Deputies with the status of an urban-type settlement.
In 1970, as a result of the improvement of the regional administrative structure, the city of Buston (formerly Chkalov) was transformed into a city of regional subordination.
Following the adoption of the Constitution of the Republic of Tajikistan through a nationwide referendum on November 6, 1994, the name “City Council of People’s Deputies” was changed to the “City Majlis of People’s Deputies.”
It is worth noting that from 1996 until January 2025, Uguloy Tohirova, Numan Burkhanovich Ahmedov, Ra’no Sharafovna Abdulloeva, Raisa Mikhailovna Grishina, Polina Sergeevna Shebletova, Valery Dmitrievich Zheltov, Alexander Ivanovich Boroda, Jura Rakhmonovich Shokirov, Ibrohim Sanginovich Ibrohimov, Sobit Abdulloevich Boboev, Khisrav Nasrulloevich Abdunazarov, Shavkat Boborajab Bobozoda, Rukhsora Davlatzoda, Ra’no Hoshimzoda, Mavsumа Muini, and Nigorakhon Gafforzoda served as chairpersons of the city, making a valuable contribution to the restoration of urban infrastructure and the expansion of construction and improvement activities.
By the Decree of the President of the Republic of Tajikistan, the esteemed Emomali Rahmon, dated March 19, 2025, Firuza Nurullozoda was appointed Chairperson of the city of Buston.
During the years of independence, owing to the special attention of the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, esteemed Emomali Rahmon, the city’s balanced socio-economic development was ensured, and a number of facilities of various purposes were put into operation.
Regarding the unity and harmonious life of the country’s residents in the city of Buston, as well as the activities of the nation’s worthy sons in the sustainable development of this picturesque region, the esteemed Leader of the Nation Emomali Rahmon aptly stated:
“Tajikistan is the homeland of all those who live within its territory. A vivid embodiment of this truth can be seen in the image of the city of Buston. It is precisely in this city that the largest industrial enterprises of our country were established, and they continue to develop through the joint efforts of representatives of various nationalities.”
It was precisely the city’s steady development that led to the decision, with the aim of transforming the city of Chkalov into a true ‘buston’ (garden), in accordance with the Resolution of the Government of the Republic of Tajikistan dated February 2, 2016, No. 29, and the Resolution of the National Council of the Majlisi Oli of the Republic of Tajikistan dated March 3, 2016, No. 204, to rename the city of Chkalov as the city of Buston.
