On February 19, under the chairmanship of the mayor of the city of Buston, Firuza Nurullozoda, a meeting of the territorial Commission on combating human trafficking was held in the city of Buston.
The meeting was attended by the Chairman of the city court, Bohir Zohirzoda, the Acting Prosecutor of the city, Daler Mahmadalizoda, the head of the city department of the state Committee for national security of the Republic of Tajikistan Navruz Qodirov, and the head of the city department of the Ministry of Internal affairs of the Republic of Tajikistan Umed Solizoda.
The meeting was also attended by the first deputy mayor, deputy mayors and the head of the mayor’s office, members of the Commission, heads of departments and divisions of the mayor’s office, heads of structural units of the city executive authority, representatives of the education and healthcare sectors, culture, women and youth affairs, mahalla chairpersons, representatives of the mass media, and members of the public.
At the outset, the mayor addressed measures for implementing the Law of the Republic of Tajikistan “On combating human trafficking and providing assistance to victims of human trafficking,” ensuring the implementation of the resolution of the government of the Republic of Tajikistan dated July 24, 2025, № 403 “On the National action plan to combat human trafficking for 2025–2027,” as well as the resolution of the chairman of Sughd region dated October 19, 2025, № 308 on the same National action plan in the city of Buston.
Issues related to organizing events and working meetings to strengthen cooperation in preventing and eliminating forced labor at construction sites and in industrial production processes were discussed. Particular attention was paid to the preparation, printing, distribution, and placement of free informational materials (posters, promotional messages, calendars, booklets, social videos, brochures indicating hotline and emergency phone numbers) on human trafficking in taxi parks, public catering facilities, markets, shopping centers, healthcare institutions, and social protection facilities, as well as improving the operation of “hotlines” and “emergency lines” and publicizing their contact numbers through the media with the involvement of civil society institutions.
The head of the city department of the Ministry of Internal Affairs of the Republic of Tajikistan Umed Solizoda, presented a report on the implementation of the above-mentioned documents and preventive measures undertaken by law enforcement officers in the city of Buston.
Subsequently, the acting prosecutor of the city Daler Mahmadalizoda, and the head of the city department of the state Committee for National Security of the Republic of Tajikistan, Navruz Qodirov, expressed their views on issues related to combating human trafficking.
It was emphasized that combating human trafficking, working with victims of trafficking, protecting human rights and freedoms, and other important aspects of this field must remain at the core of the Commission’s activities, the responsibilities of relevant officials, and society as a whole.
In the modern world, human trafficking manifests itself in forms such as forced labor, sexual exploitation, economic exploitation, and forced services, with personal freedom being the primary target of such crimes.
In conclusion, the mayor of Buston Firuza Nurullozoda, noted that the Republic of Tajikistan, as a member of the international community, under the leadership of the President of the Republic of Tajikistan, Emomali Rahmon, gives paramount importance to human rights and freedoms and, in accordance with constitutional norms, recognizes human rights as the highest value.
Based on the guidance and instructions of the founder of peace and national unity – leader of the nation, President of the Republic of Tajikistan Emomali Rahmon, as well as the recommendations of the chairman of Sughd region Rajab Ahmadzoda, and the first deputy Minister of Internal affairs of the Republic of Tajikistan and chairman of the Republican Commission on combating human trafficking Abdurahmon Alamshozoda, voiced on February 12 during the visiting meeting of the Interagency Commission on combating human trafficking in Sughd region, specific instructions were given to the chairperson, members of the Commission, and responsible officials to ensure the effective implementation of the relevant laws and national action plans.
